When I first started larping folks would be all over message boards! These days we've only got at most ten people who frequent this awesome new forum of ours. What do we need to do as players and staff to generate more traffic on here?
As a staffer I will only accept plot submissions and other player information on here. As a player I try to do what roleplaying on the threads that I can.
Any other ideas?

Do things on the boards, and people will be drawn there. Currently, what is the draw? Talking to each other? That it?
Use the boards for game and the people interested in game will go there. The big things that players need to know are that 1. things are happening here 2. their efforts on the boards will matter.
Nothing kills game participation like feeling that your efforts are wasted. That's not getting together to create a cool story, that's a waste of time.
Make the boards a primary source of information and correspondence (Matt and Katherine have done a good job of this with their games so far). Bring bits of information from your plots exclusively here. Let players make a difference in the happenings of the story through their efforts on the boards. Few things are cooler than working with a plot person on getting something cool to happen through the boards and showing up to game to see how your efforts paid off. Few things are more frustrating than putting a bunch of effort into an online board only for it to result in nothing, or worse discovering that people who aren't participating on the boards get all the rewards of your efforts in your place. No, not everything that happens on the boards needs to result in plot stuff. Sometimes it is just fun to converse casually IC. Even then, the reward is the fun of the experience and the building of relationships (or nemesis) between characters. Those sorts of intrinsic rewards will only carry an online forum so far though.
Also, what's the player base of Heroic? 40 people? Just playing the percentages, you're not going to have a ton of people on the boards here until you start recruiting for real.
So, more people, make the boards matter, don't be a waste of time for the players.
